Course Description:
This course will cover the development of human rights in the Inter-American system and the way in which the Inter-American Commission on Human Rights and the Inter-American Court of Human Rights protect those rights within their respective mandates. The analysis of the Commission's work will focus on the system of individual petitions, on-site visits, special reports on countries that are part of the system and thematic reports of the various rapporteurs. Among the topics to be discussed when analyzing the Commission are the presentation and processing of individual petitions and how protects the rights recognized in various instruments of the system. Regarding the Court, its contentious and advisory jurisdiction will be discussed, highlighting the progress made in its most recent case law. In practical terms, this section will examine the question of the effectiveness of the system, including how they work the same can be translated into strategies that will integrate at national level, where ultimately the protection afforded by it to take effect.
