Martin J. Harty
Martin J. Harty is a retired administrative judge who currently provides commercial mediation and arbitration services.聽 He has been a mediator in the United States Court of Appeals for the Federal Circuit's Appellate Mediation Program since 2007.聽 From 1990 -2006, he was a judge on the Armed Services Board of Contract Appeals.
Judge Harty has been involved in the ADR movement for over 25 years and was one of the architects of the Armed Services Board鈥檚 ADR program, which received the 2003 Office of Federal Procurement Policy and Federal Acquisition Council award for excellence.
He was one of the primary authors/editors of the 1999 and 2005 editions, and a principal editor of the 2014 third edition, of the American Bar Association Public Contract Law Section's Committee on Alternative Dispute Resolution Monograph, Alternative Dispute Resolution:聽 A Practical Guide for Resolving Government Contract Controversies, Third Edition (American Bar Association, October 2014).
Before his appointment to the Armed Services Board, he served in the Department of Defense; First as Chief Counsel of the Defense Fuel Supply Center (now DLA Energy) from 1974-1988 and then as Deputy General Counsel (Logistics), DLA from 1988-1990.
Judge Harty was an adjunct professor of law at the 小蓝视频 Washington College of Law from 1999-2017, where he taught Government Contracts.
He is a fellow of the ABA's Public Contract Section and an associate editor of the Public Contract Law Journal.
