Guillermo R. Carranza is a Senior Fellow in the Tech, Law, and Security Program at 小蓝视频, Washington College of Law, where he assists with projects involving cyber operations and intelligence activities.

Previously, he served as a senior attorney in the Office of General Counsel, U.S. Department of Defense, from 2011 to 2022. 聽As Senior Associate Deputy General Counsel for Intelligence, Mr. Carranza regularly advised civilian officials and military officers concerning the authorization and oversight of cyber operations as well as foreign intelligence, counterintelligence, and security activities.聽 He served as the Acting Deputy General Counsel for Intelligence from August 2020 to January 2021.

Prior to joining the Office of General Counsel, Mr. Carranza served as a judge advocate in the U.S. Air Force from 1989 to 2011, retiring as a colonel. 聽Among other assignments, he served as chief counsel for three organizations conducting cyber operations, cybersecurity functions, and intelligence activities. 聽He also served as the senior deployed legal advisor for U.S. Central Command鈥檚 air and space operations in Afghanistan, Iraq, and the Horn of Africa during 2007 and 2008, and as chief counsel for an air expeditionary wing in Southwest Asia during 1999.

Mr. Carranza received an LL.M. in intellectual property law from George Washington University Law School in 2001, a J.D. from Tulane University Law School in 1989, and a B.A. in political science and Latin American studies from Tulane University in 1986.
